E-WASTE MANAGEMENT RULES, 2022

  • The main aim is to regulate the entire lifecycle of electrical and electronic equipment (EEE) — from manufacture to end-of-life disposal — in an environmentally sound manner.
  • Applicable to manufacturers, producers, refurbishers, dismantlers and recyclers of EEE. It doesn’t apply to:
    Waste batteries (covered by Battery Waste Management Rules, 2022)
    Packaging plastics (covered by Plastic Waste Management Rules, 2016)
    Micro enterprises and radioactive wastes (covered under other Acts)

The definition of e-waste now includes more than 100 types of electrical and electronic equipment (EEE) (up from 21 earlier), such as laptops, mobile phones, cameras, microwave ovens, fans, air purifiers, and even solar PV modules or cells.

  • The Rules introduce a strengthened Extended Producer Responsibility (EPR) framework:
    Every producer must ensure collection, recycling, and environmentally sound disposal of e-waste generated from their products.
    • Producers must meet annual recycling targets as per schedules in the Rules.
  • Recycling targets:
    2023-24: 60% average of EEE placed in the market based on its average life
    • Targets gradually increase to 80% by 2027-28
  • The obligations can be fulfilled by purchasing EPR recycling certificates from registered recyclers online.
  • All responsible entities (manufacturers, producers, refurbishers and recyclers) must register on the CPCB online portal.
  • No stakeholder can operate or transact with unregistered entities.
